Centre urged to scrap MoAs on hydro projects

ITANAGAR, Nov 13: Subansiri Upper Basin Project Grievances and Redressal Committee (SUBPG&RC)  has appealed the Centre to scrap all MOAs signed by the state Govt with power developers on hydro projects and demanded fresh MoAs with due consideration of all the safety norms in implementation of dam projects.

The Committee informed that it has submitted a public memorandum to the Union Forest and Environment Minister Jairam Ramesh  on Nov 11 at New Delhi and raised its objection to the proposed construction of mega dams in the Subansiri Upper Basin.

If the authorities really thought of positive development of  the state by exploring the power potentials, they can take up one or two projects on experimental basis in  each and every river basin, the Committee said. Signing of MoAs for large number of projects at one go smells foul,  the Committee further said and demanded enquiry by CBI or other competent authority to unearth the truth behind the  signing of the MoAs.

The committee alleged that the state Govt unilaterally signed MoAs for nine hydro projects in Subansiri Basin despite stiff opposition from the people of Arunachal Pradesh and Assam.

While entering MoAs, the state Govt did not considered certain aspects such as impact of dam on upstream and downstream people, accessibility to the site and did not take prior consent of the likely to be affected people.

Four projects – Oju –I, Oju –II, Nyare and Naba – are situation in the periphery of the international border with China. In case of any eventuality like war, such dams will bring disaster, the committee said.   It further said, the people of Upper Subansiri have already experienced two major earth quakes in 1897 and 1995 and  construction of mega dams in ecologically and geographically fragile region will certainly spell doom for the future generation.
